I'm trying to understand what color shoes to wear with a navy pencil skirt with blue and white striped shirt button.

Well, I remember What Not To Wear if most of your outfit is in neutral tones which they consider that the navy is, then you can link to almost anything.
I think a red patent shoe looked really cute, if you were a navy or white shoes, then turn to mixey-Matchy.

navy maybe if you can or white if you want to stand out a bit more. I think this dress looks good and pretty.
